April 25, 2001- California dog owners have won one battle in the state legislature. Running out of time and facing tremendous opposition from dog owners, California Senate Bill 236 is dead for the year. The bill, authored by Senator Jack O'Connell (D-Santa Barbara), was scheduled for a committee hearing on April 17th but was withdrawn by the author due to insurmountable opposition. SB236 will fail to meet the deadline for bills to be approved by committee and therefore cannot proceed through the legislature this year.
However, dog owners should know that Senator O'Connell intends to make SB236 a "two-year bill"-a California legislative device to keep the bill alive for another year. Senator O'Connell will re-introduce the bill in January 2002.
