Poor baby, sounds like she might have a few things going on. 9 isn't old for a beagle, they tend to get more senior when they are 11/12 years old. My Molly is the same way with the fear issues, it took years for her to trust anyone but me.
I would just keep her comfortable and give her lots of love until the appt. If possible avoid having her climb stairs, maybe carry her up if you can.
If she is eating, drinking and going potty okay then that is a good sign.
